Arrest Made in Case of Owens Cross Roads Child Killed by Dog
MADISON COUNTY – Arrest has been made in connection to the tragic incident involving a child killed by a dog in Owens Cross Roads, Alabama.

On March 1, 2024, law enforcement officers responded to a report of a two-year-old child who was attacked by dogs in the 200 block of T. R. Christian Road. Despite administering life-saving measures, the child was pronounced dead at the scene. Subsequent investigation by the Madison County Sheriff’s CSI team and Major Crime detectives revealed the possible involvement of three dogs in the attack.
Two dogs were seized from a neighbor’s residence, while a third dog located down the road was surrendered by its owner. All three dogs were picked up by Madison County Animal Control and euthanized. It was found that one of the dogs had been involved in a previous dog attack earlier in the year.

Following a death investigation presented to a Madison County Grand Jury, 55-year-old Melissa Phillips was indicted for a violation of “Emily’s Law” Dangerous Dog AL3-6a-5(b). Phillips voluntarily surrendered to Sheriff’s detectives and was taken into custody at the Madison County Jail Facility. Her bond was set at $15,000, and the investigation is ongoing, with the possibility of additional charges.
